does recommended artist really do anything?
recommending artists lets them post to the art portal, but if they break the rules after being verified, anyone who recommended them gets into trouble too.
If I'm not mistaken, if that guy gets punished for reposting art that isn't his, I'll get punished for scouting him.

Isn't that the same as scouting? Like if I recommended some artist with less then 4 artwork, they can appear in art portal even though they not scouted?
Also I think you need to DM one of Art Portal Moderator about this "artist" so maybe they can take them down without losing the ability to scout
